מורשת של מצוינות

מייסד המשרד, עו"ד ד"ר יוסף שגב ז"ל, הקים את המשרד בשנת 1972 ונחשב לאחד מבכירי הליטיגטורים בישראל. עורכי דין שהתמחו לצידו מוכרים בענף כ"יוצאי משרד שגב" – תואר המעיד על רמה מקצועית יוצאת דופן.

כיום מנהל את המשרד עו"ד בועז שגב, בנו של המייסד, שעבד לצידו מאז 2003. המשרד ממשיך את המסורת של ייצוג אישי, מסור ובלתי מתפשר.

שיתוף פעולה אסטרטגי

בשנת 2024 החל משרדנו בשיתוף פעולה עם משרד נוף, אורן, בן עמי ושות', המרחיב את מגוון השירותים ללקוחותינו: שירותים מסחריים, נדל"ן, גישור וליטיגציה.

מייסד המשרד (2023 – 1945)

עו"ד ד"ר יוסי שגב ז"ל הקים את המשרד הנושא את שמו בשנת 1972. במשך למעלה מחמישים שנה ייצג את לקוחות המשרד בכל הערכאות, ונחשב לאחד מבכירי הליטיגטורים בישראל.

עו"ד ד"ר יוסי שגב היה ללא ספק אחת הדמויות הצבעוניות, החריפות והמשפיעות ביותר בליטיגציה האזרחית בישראל. הוא נודע כ"אימת המערכת הבנקאית" וכעורך דין שלא חשש להתעמת עם הגופים החזקים ביותר במשק.

"אני לא בא לבית המשפט כדי להיות נחמד, אני בא כדי לנצח עבור הלקוח שלי במסגרת החוק. אם השופט כועס עלי אבל הלקוח שלי מקבל צדק – עשיתי את עבודתי." (ד״ר י. שגב)

לימודי המשפטים והקמת המשרד

עו"ד שגב סיים את לימודי המשפטים באוניברסיטת תל-אביב ויצא ללימודי דוקטורט בלונדון בבית הספר היוקרתי London School of Economics. עבודת הדוקטורט שלו עסקה באחריות דירקטורים, נושא שאותו פיתח לימים והוביל לקביעת הלכות תקדימיות בבית-המשפט העליון.

עם סיום לימודי הדוקטורט שב לישראל להתמחות במשרד ש. הורוביץ ושות' ולאחר סיום ההתמחות פתח משרד עצמאי שהתמחה בליטיגציה מסחרית-אזרחית על כל גווניה.

השפעת האב

אביו של עו"ד שגב, אברהם ז"ל, עבד בבית המשפט המחוזי בתל אביב. את השפעת אביו על דרכו המקצועית תיאר עו"ד שגב בראיון לגלובס: "אבא שלי שנא נוכלים ומוסדות גדולים שמתעללים באזרחים. לכן אף פעם לא ייצגתי בנק או חברה גדולה, אלא רק את החלש."

עוד הוסיף: "אבא שלי אמר לי שכיוון שאת הגב צריך להפנות לאיזשהו כיוון, אז שיופנה לכיוון הלקוח." משפט זה הפך לעיקרון מנחה — לעמוד תמיד לצד הלקוח, גם כשהצד שכנגד הוא חזק ומאיים.

מורשת עו"ד שגב

עו"ד שגב הוביל מאבקים משפטיים רבים נגד חברות ענק ובכירים במשק הישראלי. בין הייצוגים הבולטים:

  • בעלי מניות ב"ידיעות אחרונות" בסכסוך מול בעל השליטה ארנון (נוני) מוזס
  • הגיאולוג יוסי לנגוצקי, אבי תגליות הגז של ישראל, בתביעת ענק נגד איש העסקים בני שטיינמץ בגין זכויות במאגר הגז "תמר" — התביעה הסתיימה בהסדר פשרה של כ-50 מיליון ש"ח
  • חברת ההזנק "גט" בסכסוך מול ענקית הרכב הגרמנית "פולקסווגן" בעניין השקעה בסך 300 מיליון דולר

במקביל, עו"ד שגב מונה למפרק של חברות גדולות במשק הישראלי שקרסו, ורכש התמחות מיוחדת בניהול תביעות בפירוק:

  • מועצת פרי הדר — הפעלת הגוף בשווי מכירות של 350 מיליוני דולר וניהול תביעות בעשרות מיליוני דולר
  • הוד אווז — אחת המשחטות הגדולות בישראל; ניהול תביעות נגד תנובה ואח' בגין השתלטות על ענף המשחטות
  • פ.י.ט. (משפחת חכמי) — הובלת חקירה בינלאומית שחשפה גניבה של עשרות מיליוני דולרים; השיב לקופת הפירוק כ-20 מיליון דולר
  • טאו תשואות (אילן בן-דב) — חקירות של בכירים בבנק לאומי, לרבות היו"ר והמנכ"ל, בחשד לניהול במרמה; התביעות נגד בנק לאומי ואילן בן-דב הסתיימו בפשרה בסך כ-115 מיליון ש"ח

גולת הכותרת של פעולותיו כמפרק הייתה מינויו כמפרק של בנק צפון אמריקה וניהול תביעה נגד חברי דירקטוריון הבנק בגין אחריותם למלוא חובות הבנק. התביעה, שנמשכה למעלה מארבע שנים, הסתיימה בפסק-דין תקדימי מפי נשיא בית המשפט העליון, השופט אהרן ברק, שהטיל על הדירקטורים אחריות אישית בסך 550 מיליון דולר. בית המשפט קבע כי דירקטור אינו יכול למלא את תפקידו "בשלט רחוק" — אחד הדירקטורים לא השתתף אף בישיבה אחת במשך 7.5 שנות כהונתו. פסק-הדין בפרשת בנק צפון אמריקה מהווה עד היום אבן יסוד בדיני התאגידים, ונחשב להלכה המנחה בנושא חובת האמונים וחובת הזהירות של דירקטורים.

חייו האישיים של עו"ד שגב

עו"ד שגב היה נשוי למאירה שגב ז"ל, שותפתו לחיים ולמשרד שהקים, אשר נפטרה בשנת 2000. יוסי ומאירה היו מעורבים במיזמים חברתיים ובתרומה לקהילה. עו"ד מאירה שגב ז"ל שימשה כיושבת ראש המחלקה למעמד האישה בארגון ויצ"ו והובילה את המאבק נגד סחר בנשים בישראל.

לצד עבודתו המשפטית רבת השנים, אהבתו הגדולה של יוסי הייתה הים. הוא היה סקיפר מחונן שהפליג ברוב חלקי העולם, וחצה את האוקיינוס האטלנטי בשנת 2005 יחד עם אשתו השנייה, איונה שגב.

יוסי נפטר בקיץ 2023, לאחר מאבק אמיץ במחלה קשה. הוא הותיר אחריו את אשתו איונה, הבן טוגי אותו גידל, שלושת ילדיו — אדר' אייל שגב, עו"ד בועז שגב וד"ר דנה שגב — ושלושה נכדים.

עו"ד שגב ז"ל טבע את המוטו "הכוח ללכת את כל אורך הדרך" — אשר ממשיך ללוות את משרדנו. רוחו נוכחת בכל תיק שאנו נוטלים על עצמנו.

שותף מנהל

בועז שגב מוביל את משרד ד"ר י. שגב ושות׳ כשותף מנהל משנת 2009, אז עזבו השותפים הבכירים והקימו משרד מתחרה. בועז בנה מחדש את המשרד תוך שמירה על מורשת המצוינות שביסס אביו, ד"ר יוסף שגב, בשנת 1972.

למעלה משני עשורים של ניסיון. בועז הצטרף למשרד בשנת 2003 והוסמך כעורך דין בשנת 2007. עוד טרם הסמכתו לקח בועז חלק פעיל בתיקי ענק של המשרד והוביל אסטרטגיות משפטיות, הן לצד אביו והן באופן עצמאי.

הוכחות בשטח. בועז נטל על עצמו שוב ושוב תיקים שנחשבו לאבודים — כולל ערעורים מוצלחים בבית המשפט העליון לאחר הפסד בערכאה המחוזית. תחומי ההתמחות שלו כוללים:

Firm Founder (1945 – 2023)

Dr. Joseph Segev founded the firm bearing his name in 1972. For over fifty years, he represented clients in every court in Israel, earning a reputation as one of the nation's most formidable litigators.

Dr. Joseph Segev was undoubtedly one of the most colorful, sharp, and influential figures in Israeli civil litigation. He was known as "the terror of the banking system" and as an attorney who never hesitated to confront the most powerful entities in the economy.

"I don't come to court to be nice. I come to win for my client within the bounds of the law. If the judge is angry at me but my client gets justice — I've done my job." (Dr. J. Segev)

Legal Studies and Founding the Firm

Dr. Segev earned his law degree at Tel Aviv University before pursuing doctoral studies at the prestigious London School of Economics. His thesis on directors' liability proved prescient — a subject he would later litigate in practice, establishing landmark precedents in the Israeli Supreme Court.

After completing his Ph.D., he returned to Israel to article at S. Horowitz & Co. Upon qualification, he founded his own firm, dedicated to civil-commercial litigation in all its forms.

His Father's Influence

Dr. Segev's father, Abraham (RIP), worked at the Tel Aviv District Court. In a Globes interview, Dr. Segev described his father's influence on his career path: "My father hated fraudsters and large institutions that abuse citizens. That's why I never represented a bank or a large corporation — only the weak."

He added: "My father told me that since your back must face some direction, let it face the client." This became a guiding principle — always stand with the client, even when the opposing party is powerful and intimidating.

Dr. Segev's Legacy

Dr. Segev left an indelible mark on how complex, high-stakes litigation is practiced in Israel. His approach combined creative legal thinking — rooted in deep mastery of legal principles and precedent — with the development of unconventional, innovative solutions. He possessed an exceptional attention to detail and absolute command of facts and evidence. His cross-examinations were legendary; witnesses learned to fear facing him.

Among Israel's senior lawyers, Dr. Segev is regarded as the father of "result-based litigation." Unlike most leading firms, which bill by the hour, Dr. Segev believed that success-based fees create a genuine alignment of interests with the client — leading to more legal victories and the best outcomes for both client and attorney alike.

The firm's largest cases were handled on a contingency-fee basis, representing a personal investment by the firm. Over the years, this approach produced an extraordinary record of results for clients.

Dr. Segev trained many of Israel's top litigators practicing today. Alumni of his firm are highly sought-after attorneys across all areas of law, particularly litigation.

Throughout his career, Dr. Segev kept the firm deliberately small — a true boutique — with an unwavering emphasis on success-based fees regardless of hours invested. He devoted considerable time to training and mentoring young lawyers. When they eventually spread their wings, he continued referring clients to them and maintained warm professional relationships with his firm's alumni.

Cases and Precedents Led by Dr. Segev

Dr. Segev led numerous legal battles against major corporations and prominent figures in the Israeli economy. Notable representations include:

  • Yedioth Ahronoth shareholders in their dispute against controlling shareholder Arnon (Noni) Mozes
  • Yossi Langotski, the geologist known as the father of Israel's gas discoveries, in a landmark lawsuit against businessman Beny Steinmetz over rights to the Tamar gas field — the case concluded with a settlement of approximately NIS 50 million
  • Gett, the Israeli startup, in a dispute with German automotive giant Volkswagen over a $300 million investment

Dr. Segev also served as court-appointed liquidator for major collapsed companies, developing specialized expertise in managing complex liquidation claims:

  • Citrus Marketing Board — operated the entity with $350 million in sales while managing tens of millions in claims
  • Hod Avaz — one of Israel's largest poultry processors; managed litigation against Tnuva and others regarding industry consolidation
  • P.I.T. Brokerage (Hakimi family) — led an international investigation that exposed tens of millions in stolen funds; recovered approximately $20 million for the liquidation estate
  • Tao Tsuot (Ilan Ben-Dov) — conducted investigations of Bank Leumi senior officials, including the chairman and CEO, on suspicion of fraudulent management; the resulting lawsuits concluded in a settlement of approximately NIS 115 million

The crowning achievement of his liquidation work was his appointment as liquidator of North American Bank. Dr. Segev brought suit against the bank's board of directors for their liability for the bank's entire debts. The trial lasted over four years, culminating in a landmark ruling by Supreme Court Chief Justice Aharon Barak imposing personal liability of $550 million on the directors. The court held that a director cannot fulfill his duties "by remote control" — one director had not attended a single board meeting in 7.5 years of service. The North American Bank judgment remains a cornerstone of Israeli corporate law and the leading precedent on directors' fiduciary duty and duty of care.

Personal Life

Dr. Segev was married to Meira Segev (RIP), his partner in life and in the firm, who passed away in 2000. Together, Yossi and Meira were deeply involved in social initiatives and community service. Meira served as chairwoman of the Department for the Status of Women at WIZO and led the organization's fight against sex trafficking in Israel.

Beyond his distinguished legal career, Yossi's great love was the sea. He was a gifted skipper who sailed across much of the world — including a transatlantic crossing in 2005 with his second wife, Oyuna Segev.

"Few people find the love of their life — I found it twice, with Meira and with Oyuna. I have had a full life." (Dr. J. Segev)

Yossi passed away in the summer of 2023 after a courageous battle with illness. He is survived by his wife Oyuna, Togi whom he raised, his three children — Architect Ayal Segev, Attorney Boaz Segev, and Dr. Dana Segev — and three grandchildren.

Dr. Segev coined the motto that continues to guide our firm: "The strength to go all the way." His spirit endures in every case we take on.

Managing Partner

Boaz Segev has led Dr. J. Segev & Co. as Managing Partner since 2009, when the senior partners departed to establish a competing firm. Boaz rebuilt the practice while preserving the legacy of excellence established by his father, Dr. Joseph Segev, in 1972.

Over two decades of experience. Boaz joined the firm in 2003 and was admitted to the Israel Bar in 2007. Even before his admission, Boaz took an active role in the firm's biggest cases and led legal strategies, both alongside his father and independently.

Proven results in high-stakes disputes. Boaz has repeatedly taken on cases others considered unwinnable — including successful appeals before the Supreme Court after adverse district court rulings. His practice spans all areas of civil-commercial law, with particular depth in:

  • Complex commercial litigation
  • Cross-examination and expert witness proceedings
  • Precedent-setting cases in Israeli courts
  • International arbitration (LCIA and ICC)
